In 2021, Ningxia PV will achieve a total industrial output value of 35 billion yuan, becoming a demonstration and leading industry that supports the transformation and upgrading of the industry in the region and promotes the adjustment of the energy structure. It is planned that by 2030, the industrial silicon production capacity of the whole region will be 300,000 tons, the polysilicon production capacity will be 400,000 tons, the monocrystalline silicon production capacity will be 200GW, the silicon wafer production capacity will be 50GW, the cell production capacity will be 50GW, and the photovoltaic production capacity will be 50GW. With a module production capacity of 50GW, Ningxia will become an important domestic photovoltaic industry manufacturing base.

At the same time, Yang Peijun also admitted that due to the relatively lagging economic and social development in the northwest region, there are still certain difficulties in expanding the scale of the photovoltaic industry, extending the industrial chain and enhancing industrial agglomeration.

To this end, he suggested that the relevant state departments should further increase their support for the development of the photovoltaic industry in the northwest region.

One is to provide ample market space for photovoltaic power generation in the northwest region. Solar photovoltaics also emit electricity. Instantaneous balance and inability to effectively and economically store electricity are the most special attributes of electricity as a secondary energy source. Therefore, to enable photovoltaic power stations to generate electricity after completion, to realize the transformation from “kilowatts” to “kilowatt hours”, and to implement the power market and consumption space are the keys. It is necessary to increase the development of the new energy power transmission market in the western region, expand the space for new energy consumption, and promote the development of photovoltaic wind power resources in the northwest region.

The second is to provide sufficient adjustment resources for solar photovoltaic power generation. New energy sources such as solar energy and wind energy are green, low-carbon and environmentally friendly. However, due to natural and technical reasons, there are problems of randomness, volatility, and discontinuity. It is necessary to introduce policies to support the construction of more pumped hydro storage and new energy storage facilities. Sufficient adjustment resources can meet the requirements of safe and stable operation of the power system.

The third is to provide innovative policy space for solar photovoltaic power generation. The state should take the development of clean energy industry as an important fulcrum for leveraging the industrial structure and energy structure adjustment in the northwest region, and support the layout of the solar crystalline silicon industry chain in Ningxia and other provinces rich in renewable power resources.

Fourth, vigorously promote distributed photovoltaic power generation, photovoltaic + heating and other technologies and models suitable for rural energy improvement in the northwest region. Accelerate the development of rooftop distributed photovoltaics, reduce carbon emissions, and solve the problem of no central heating in rural areas in winter.
